All of the people at some point or another have worked with or for multiple organizations. The people rely on them for food, water, shelter, currency, delivery, and utilities. Of all the factions, the Organizations are under the most scrutiny of the emperor at any given time. Even so, there are still small patches of corruption. There is a famous quote: ‘The bigger the garden, the more weeds.’
