The Guillin Vor are the voice of the emperor. There is no other faction with as high an authority. They are known to occasionally rewrite laws and serve as judge, jury, and executioner when they find corruption. Many get unnerved when in their presence in the duress of the mental waves which come off them.

Ideology
Upholding the law of the emperor supersedes any lower court. Any trifling court is often first admonished, if that fails, it is removed.
