Within the various Cabals there is a language only a few are taught to recognize. A channel for the flow of information without ever needing to meet in person. A graffitied sign, the odd placement of a period in the name of a business. A sequence of words and symbols which only align with meaning from a specific perspective. A grammar mistake on a billboard.

Read Between the Lines
As you move through your day, you see the messages from your Cabal. You recognize when a safe space is hidden in plain sight. You recognize the multitude of small business fronts, and you find your provisions and missions mixed into these places. Whether they are signs or subtle notions. A sentence said by a passerby meant for your ears. Well, a message could come from anywhere.
Passive: This Effect is always Active until Death.
It is through Read Between the Lines you receive your Faction Quests and find Provisions related to those quests. Unlike other Factions with a quartermaster or provisions officer, you receive any necessary items related to the mission at hand. This may be fake identification, credits or untraceable stamps. Weapons and Armor, or anything else the Cabal believes you need for the Mission.

Handler
Growth Points: 10
The Cabal has come to either trust you with offering a point of contact, or has the need to keep a close eye on your operations. Your handler can be found in inconspicuous places. At a park, at a small coffee shop, in a busy place. They can almost always be found when you seek them out, and offer clues to find your next mission and provisions.

You’ve come to recognize other Cabal’s call signs, and may try to intercept, support, or parade in subterfuge for their missions.
